Shanghai’s Coordination Meeting for the Promotion of Advanced Green and Low-Carbon Technologies and Demonstration Projects.

On the afternoon of October 14, the Shanghai Science and Technology Exchange Center (Green Technology Bank Management Center) convened a coordination meeting for the promotion of advanced green and low-carbon technologies and demonstration projects in Shanghai.

As global awareness of sustainable development grows, green and low-carbon technologies have become a vital support for the transformation of the economy and society. China is actively assuming international responsibilities and is committed to advancing the global green development agenda.

Recently, six departments—Shanghai Municipal Development and Reform Commission, Shanghai Municipal Science and Technology Commission, Shanghai Municipal Economic and Information Commission, Shanghai Municipal Ecological Environment Bureau, Shanghai Municipal Housing and Urban-Rural Development Management Commission, and Shanghai Municipal Transportation Commission—jointly issued a notice, openly soliciting advanced green and low-carbon technologies and demonstration projects across Shanghai, compiling the “Shanghai Green Technology Promotion Directory” (hereinafter referred to as the “Directory”), and establishing a cultivation database for demonstration projects in Shanghai.

According to the “Implementation Plan for Green and Low-Carbon Advanced Technology Demonstration Projects” and relevant policies, selected green and low-carbon advanced technologies and demonstration projects will be encouraged for promotion and application by the Shanghai Municipal Development and Reform Commission in conjunction with relevant departments. They will increase publicity through exhibitions such as the Shanghai International Carbon Neutrality Expo and the China Environment Expo, leveraging platforms like the Green Technology Bank and the Shanghai Green Finance Service Platform to facilitate the transformation and industrialization of green technology achievements, while also including them in the reserve database for advanced technology demonstration projects, ensuring priority for policy support and cultivation; coordinating the use of existing municipal budget investments and other financial support, and actively seeking central budget investment support; encouraging financial institutions to enhance financing support for technologies and demonstration projects within the “Directory” through green credit, green bonds, carbon reduction support tools, and transition finance products.

Applications can be submitted by logging onto the Green Technology Information Platform (http://www.greentechbank.com/greentech/index), registering as a corporate user, and filling out the application materials online. The application system will be open from September 30 to October 31, 2024.

The coordination meeting held on the 14th aimed to mobilize various units across Shanghai to actively assist in promoting, recommending, and applying for the 2024 green and low-carbon advanced technologies and demonstration projects. Participants included representatives from Fudan University, Shanghai Jiao Tong University, Tongji University, Donghua University, Shanghai University, various research institutions such as the Shanghai Institute of Ceramics and the Shanghai Advanced Research Institute of the Chinese Academy of Sciences, as well as organizations like the Shanghai New Energy Technology Achievement Transformation and Industry Promotion Center and the Shanghai International Trade Promotion Committee, along with industry associations like the Shanghai New Energy Association and the Shanghai Environmental Protection Industry Association, as well as experts from China’s State Grid and Shanghai Construction Engineering Group Co., Ltd.

During the meeting, Wang Zhen, Director of the Shanghai Science and Technology Exchange Center (Green Technology Bank Management Center), emphasized that the promotion of green and low-carbon technologies requires not only policy guidance but also active participation and collaboration from various units. He encouraged all units to leverage their strengths in technology research and development, promotion, application, and industrialization to advance the high-quality implementation of green and low-carbon technologies together.

Looking back at the “Shanghai Green Technology Directory (2022 Edition),” over 130 proposals were submitted for green and low-carbon advanced technologies, with 64 selected; currently, 8 technologies have been recognized with national and municipal awards, 19 industrialization projects have successfully materialized, 2 technologies have received strategic market investments, and 4 international and group standards have been subsequently released. These achievements demonstrate Shanghai's innovation capabilities in the field of green technology and the effectiveness of promoting advanced green and low-carbon technologies and demonstration projects.

Several attendees at the meeting expressed their commitment to engaging actively in the recommendation and application processes, collaboratively pushing for innovation and application in green and low-carbon technologies in Shanghai to support the green transformation of the economy and society.

The Green Technology Bank is organizing and undertaking the compilation of this “Directory,” providing solid support for green technology innovation and promoting the further development of green industries. As a specialized platform for the transfer and conversion of green technologies, the Green Technology Bank is a significant initiative for China’s implementation of the “United Nations 2030 Agenda for Sustainable Development,” bearing the important responsibility of facilitating effective connections between green technologies and the market.
