Recently, the latest revised version of Annex 10 of the Convention on International Civil Aviation, which contains the standards and recommended practices for the Beidou Satellite Navigation System (hereinafter referred to as the "Beidou System"), officially came into effect. This marks that the Beidou system has officially joined the International Civil Aviation Organization (ICAO) standards and become a common satellite navigation system for global civil aviation.
The Beidou system is a satellite navigation system independently constructed and operated by China that focuses on national security and economic and social development needs. It is also one of the four global satellite navigation systems recognized by the United Nations and has served users in more than 200 countries and regions around the world. The international standardization work of the Beidou system for civil aviation is the basis for its global civil aviation application. ICAO needs to verify the functions and performance that the Beidou system can achieve during the construction process, confirm that the Beidou system meets the requirements for providing global civil aviation applications, and is compatible and interoperable with other satellite navigation systems. Finally, based on the verification results, it will Beidou system-related technical standards and recommended measures have been added to existing standard documents.
The Civil Aviation Administration of China officially submitted the application for Beidou system to enter ICAO standards at the 37th ICAO Conference in 2010, and jointly organized the National Key Laboratory of Air-Ground Integrated New Navigation System Technology at Beijing University of Aeronautics and Astronautics and other industry-university-research institutes with the China Satellite Navigation System Management Office. A working team was formed by units to systematically promote relevant work. In more than ten years, it has gone through 28 working meetings, more than 50 technical discussions, submitted more than 100 technical documents, and responded to more than 2,000 questions. It has been reviewed by the ICAO technical expert group and the Air Navigation Commission. and the Board of Directors’ deliberation, and finally successfully promoted the inclusion of Beidou system standards and recommended measures into ICAO standards. The Beidou system successfully passed ICAO's relevant technical verification, which fully proved its ability to provide navigation services for various industries around the world.
In recent years, the Civil Aviation Administration of China has actively deployed and promoted the civil aviation application of the Beidou system and established a special working mechanism for the civil aviation application of the Beidou system. The main work covers the international standardization of the Beidou system as well as transportation aviation, general aviation applications and other fields.
