
The State Administration for Market Regulation (Standards Committee) has recently approved the release of the new national standard of the "General Principles for the Evaluation of Scientific and Technological Research Projects" (GB/T 22900-2022), as well as the "Basic Research Projects of the Implementation Guidelines for the Evaluation of Scientific and Technological Research Projects" (GB/T 41619-2022 ), "Science and Technology Research Project Evaluation Implementation Guidelines Applied Research Project" (GB/T 41620-2022) and "Science and Technology Research Project Evaluation Implementation Guidelines Development Research Project" (GB/T 41621-2022) a total of 4 recommended national standards , which provides a set of general framework and classification evaluation methods for scientific research project evaluation. This series of standards is an important measure to improve the scientific and technological innovation system and accelerate the transformation and application of scientific and technological innovation achievements. The newly revised GB/T 22900 national standard clarifies the general requirements for the evaluation of scientific research projects in the field of natural science and technology. Compared with the 2009 version of the national standard, this revision adds evaluation principles, scientific research project classification and evaluation priorities, evaluation links and content. , modified the evaluation methods and procedures, etc. On the basis of GB/T 22900, the three standards GB/T 41619, GB/T 41620 and GB/T 41621 respectively put forward specific requirements for the evaluation of three types of scientific research projects: basic research, applied research and development research. Provide operational guidelines for conducting scientific research project evaluations.
This series of standards divides the evaluation activities of scientific research projects into four types: project evaluation, mid-term evaluation, acceptance evaluation and follow-up evaluation, and provides reference evaluation contents according to the characteristics of various activities. Among them, the evaluation of basic research projects emphasizes originality, theory and experimentation, the evaluation of applied research projects emphasizes innovation, cutting-edge, and application, and the evaluation of development research projects emphasizes innovation, promotion and continuity. This series of standards clarifies the evaluation process of scientific research projects, and provides evaluation methods that can be selected for different evaluation needs, including peer review method, technical report method, multi-dimensional index evaluation method, etc., and each method is introduced in the appendix. The level of technical readiness and its expansion and application are highlighted.
