    On August 10, the website of the Ministry of Science and Technology announced the "Notice on Further Strengthening the Coordination of National Science and Technology Program Project Establishment Management" (hereinafter referred to as the "Notice"), which mentioned that the coordination and coordination of the organization and implementation of various national science and technology plans should be further strengthened and optimized.     In order to deepen the management reform of national science and technology plans, optimize the allocation of science and technology resources, and create a favorable environment for innovation, the three departments of the Ministry of Science and Technology, the Ministry of Finance, and the Natural Science Foundation of China have decided to further strengthen the overall coordination of national science and technology plan projects.
    Focusing on the overall requirements of strengthening overall coordination, highlighting performance orientation and creating a good ecology, the "Notice" clarifies that the quality of innovation and contribution orientation will be further strengthened. All relevant units do not use the amount of scientific research projects and funding as the criteria for evaluating scientific researchers, and promote project management.     The "Notice" pointed out that starting from January 1, 2023, the following national science and technology plan projects should establish a joint review mechanism during the project establishment process to avoid repeated declarations and ensure that scientific researchers have sufficient time to devote themselves to research and development.
    Specifically include: National Key R&D Programs (excluding young scientists projects, small and medium-sized technology projects, and international cooperation projects; limited to project leaders and project leaders); Science and Technology Innovation 2030—Major projects (excluding young scientists projects; limited to Project leader and project leader); major projects of the National Natural Science Foundation of China (limited to project leaders and project leaders), basic science center projects (limited to academic leaders and key members), national major scientific research instrument development projects (limited to departmental recommendations) project leaders and key players with senior titles).
    The "Notice" emphasizes that when the project management agency accepts the application for the relevant national science and technology plan project, it will conduct a joint review of the person in charge of the project (subject) and other personnel. Projects (subjects) whose implementation period expires in the current year are not included in the statistical scope.
    It should be noted that those who maliciously circumvent the joint restrictions and pass the review by means of falsification, intentional concealment and other violations of laws and regulations shall be dealt with in accordance with the relevant provisions of the Interim Provisions on Handling Violations of Scientific and Technological Activities (Order No. 19 of the Ministry of Science and Technology).
